As California’s direct-to-consumer (DTC) spirits shipping law nears expiry, a new report calls for broader access to help craft distillers reach consumers. Direct-to-consumer shipping is only available in 10 US states and Washington DC.
The American Craft Spirits Association (ACSA) and Sovos ShipCompliant released the fifth edition of their report on DTC spirits shipping. Currently, only 10 US states and the District of Columbia (DC) allow spirits to be sold directly to consumers. However, 49 states plus DC have allowed wine DTC shipping for decades.
The 10 states that allow distilleries to legally ship spirits locally and outside their borders are Alaska, Arizona, California, Kentucky, Nebraska, New Hampshire, New York, North Dakota, Rhode Island, and Vermont. However, some of these states restrict shipping, such as Rhode Island, which allows spirits to ship only if the consumer purchased them in person at the distillery.
Vermont only permits DTC shipping of RTD cocktails, which fall under spirits, but only for products with a minimum ABV of 12%. Arizona’s DTC bill is limited to distilleries that produce less than 20,000 gallons annually. Meanwhile, California’s DTC bill, which was granted a one-year extension, will expire at the end of 2026. This is significant because California has the largest number of craft distilleries in the US.
